The Dutch international is open to an exit, with it now being claimed that an offer under €70 million (£60.6 million) is now possible to complete a deal.
Rivals Chelsea and Bayern Munich also appear to be tracking a deal to sign Simons, with the interest heating up for a critical week in his future.

Arsenal update on Viktor Gyokeres’ situation
Transfer expert Duncan Castles has claimed that the situation between Arsenal and Viktor Gyokeres has gone “quiet” in recent days.
The Gunners have been locked in talks with Sporting CP over a deal, with discussions reaching a slight standstill.

Speaking on The Transfers Podcast, Castles revealed: “Arsenal haven’t quite walked away from the table, but they have gone silent.
“Sporting were expecting them to offer improved terms, but they have not done that.”

Mikel Arteta has successfully convinced the Arsenal owners to increase this summer’s transfer budget to give them more purchasing power in the market.
That’s according to the Independent, which claims that the manager held discussions with the board to improve the money available to the recruitment team.

The Gunners have confirmed four signings so far this summer, with at least another two or three expected through the door before it closes.
While Arsenal have plenty of PSR [profit and sustainability rules] headroom, the main concern is cash available from the ownership.
