The 15-time European champions will not allow him to leave on a free transfer, and a potential sale would need to happen if an agreement cannot be found.
Vinicius is currently valued at £119 million by Transfermarkt, although they could be forced to sell him for less given his contract situation.
The Gunners have been joined by Liverpool, Manchester City, Bayern Munich, and Manchester United in the race to sign the Brazilian.
