With a reported asking price of £65 million for Toney, Arsenal could well need to shift some players out the door before committing to the deal.
This hesitance however could prove critical as a London rival look likely to join the race.

Chelsea to rival Arsenal
According to a report from The Independent, Chelsea are ready to ‘hijack’ an Arsenal move for the English striker.
The Blues clearly want some attacking reinforcement with the young Nicolas Jackson not quite catching fire yet.
Toney has long been linked with a move to the Emirates, with Mikel Arteta wanting another striker to help minimise the impact of an inevitable Gabriel Jesus injury.
However, given his high price tag, it is accepted that for Arsenal sales may be needed first.
Therefore, it could be advantage Mauricio Pochettino and Chelsea.
Ivan Toney to Arsenal
Given how long Arsenal have been interested in signing Toney, failing to do so would be classed a failure.
To lose out on a top target to bitter rivals would make it even more painful, particularly in the event he goes and scores a bunch.
Toney is the perfect striker for this Arteta side, his qualities are ideal and fit perfectly with what he will be asked to do.
