Arsenal and Chelsea have reached an agreement for Madueke, and all that’s left is for a medical to take place in North London.
That is expected to happen very soon.

A deal has now been agreed between the clubs, and Madueke is on his way to London to complete his transfer to Arsenal.
Everything is going to plan, but Madueke has one reason to be upset.
Chelsea wanted Madueke to stay for the Club World Cup final, and the game on Sunday would’ve given him the opportunity to win a big trophy as well.
Arsenal, unsurprisingly, weren’t going to risk an injury, so Madueke will not take part in Chelsea’s big clash against Paris Saint-Germain.

Arsenal already have better depth in attack thanks to Madueke, while work is going on behind the scenes to sign Viktor Gyokeres and Eberechi Eze.
That solves all of the issues that the Gunners have faced, so Madueke and his new club have a very high chance of winning a big trophy this season.
